The aim of this study was to identify and ranking the factors affecting in creating learning organizations in tourist industry businesses in Qom. Research method is descriptive-survey. The population of this research includes service, tourist and facilities centers in Qom. Sampling method is convenience. Data gathered by the questionnaire distributed among business executives in centers. The collected data were analyzed by SPSS software and to ranking the factors affecting on learning organization used TOPSIS method. The results show that individual, group and organizational levels are effective factors in creating learning organizations in these businesses was confirmed Relationship marketing has a significant impact on customer loyalty, hedonic perceived value and utilitarian perceived. Also continuous learning, research and dialogue, learning teamwork, systems integration and empowerment were identified as the factors affecting in learning organization, impact of strategic management and connection with System were not confirmed.Also continuous learning, research and dialogue, learning teamwork, systems integration and empowerment were identified as the factors affecting in learning organization, impact of strategic management and connection with System were not confirmed.
