The purpose of this study was to identify and rank the factors which affect the creation of learning organizations of tourist industry in Qom. The research method of the study was a descriptive one. The population of this research included service, tourist and facility centers in Qom. Also for sampling of the participants convenience method was used. The necessary data was gathered using the questionnaire distributed among business executives in the mentioned centers. The collected data were analyzed by SPSS software in order to rank the factors which affect the learning organizations using TOPSIS method. The results showed that individual, group and organizational levels are all effective factors in creating learning organizations in these businesses. Also permanent learning, research and discussion, cooperative learning, merged system, and enabling factor were among the effective factors which affect a learning organization. However, the effect of variables such as system connection and strategic management on creating learning organizations was proved to be insignificant.
