The main objective of this study was to develop and prioritize strategies of religious tourism in Qom province. Through the strategic techniques, the researchers identified both the effective internal and external factors using a matrix of strengths, weaknesses, opportunities and threats to develop the religious tourism strategies in Qom. The SWOT and ANP analyses were used by the researchers to identify any possible relationship between the factors used in the study and those extraneous factors which had possibly affected alternative strategic priorities. The techniques for developing effective internal and external strategic factors were identified. Using a matrix of strengths, weaknesses, opportunities and threats, religious tourism strategies were developed. Also the SWOT analysis and the ANP method were used and the possible dependency among the factors was considered... The results of this study showed that the priorities in religious tourism strategies using SWOT and ANP were based on a combination of techniques. Based on the obtained results, the group who had received the strategies had the highest weight.
